RPOC 13 held its "Hiniusang Paghatod Serbisyo sa mga Ahensya sa Gobyerno", as part of its convergence undertakings for the year 2010 to strengthen the Council's goal in bringing the government closer to the people through the delivery of basic services to the community.
Alegria, Surigao del Norte, known as "the Rice Granary of the Province of Surigao del Norte", was chosen as beneficiary by the Council, for having depressed barangays in far-flung areas, where government services are inadequately felt.
In an interview with ABS-CBN, a resident of Barangay Budlingin said that it was the first time for the barangay to experience a one-stop shop activity wherein the national line agencies delivered services right at the doorsteps. The resident expressed gratitude to RPOC 13 for the activity, saying that it made the people in the place feel that the government is taking various measures to promote development especially in depressed areas with wide-spread insurgency concerns.
The services given during the outreach program included: deworming and artificial insemination of large ruminant animals by the Department of Agriculture; seedling distribution, distribution of land titles and orientation of ecological waste management by the Department of Environment and Natural Resources; insurance membership campaign, blood typing, bloodletting and blood pressure taking by the Philippine National Red Cross; feeding of 215 malnourished children by the Rotary Club of Downtown Butuan; medical services by the Department of Health; and sought-after services like the Dental Services and the "Operation Tuli" by the Philippine National Police and the Philippine Army.
