The provincial government of Surigao del Norte initiated the two-day 2011 Strategic Planning Convergence, to attract more economic investments some of which have already reached various parts of the province.
The strategic planning convergence was also strengthened with the concept of aligning the province’s Executive and Legislative Agenda (ELA) and its thrust on Health, Environment, Agri-Aquaculture, Livelihood and Spiritual Enhancement and Social Security or HEALS to the eight Millennium Development Goals (MDGs).
The two-day strategic planning convergence was spearheaded by Gov. Sol F. Matugas, Vice Gov. Carlos A. Egay, Jr., members of the Sangguniang Panlalawigan (SP), all department heads, division heads, which was facilitated by the Center for Local and Regional Governance, National College of Public Administration Governance (NCPAG), University of the Philippines, Diliman, and line agencies of the government.
“Strategic planning will bring us to one direction, excellent performance and battle against mediocrity and wastage,” said Governor Matugas.
During the workshop, the vision of the province was enhanced. Formerly the vision statement read: “That the Surigaonons can live in dignity caring for one another in a free, peaceful, progressive, and environment-friendly Surigao del Norte, anchored on our faith in the Divine Providence.” Now, the vision is for “God-centered, empowered and globally-competitive Surigaonons living in a progressive province with sustainably-managed natural resources and well-developed infrastructure system; inspired by ethical and responsible leadership.”
In the strategic planning convergence, five sectors were considered in aligning to HEALS and ELA in attaining the MDG goal: the Social sector, the Environment sector, the Economic sector, the Infrastructure and Utilities sector and Governance sector.
Governor Matugas stressed that “every sector’s needs must be focused, looking to the core of HEALS as its flavor to measure the impact and benefits of the constituents.” In this regard, he cited the need to improve maternal health care, and reduce infant mortality, and zero dropout in school. He also cited the need to implement tourism user’s fee, solid waste management, establish tissue culture laboratory for banana, establish skills inventory in the municipalities and barangays, and develop, utilize and strengthen agriculture and satellite offices in Siargao Islands.
